Qualification Requirements for Bidders<p>5.1 The bidder shall possess relevant qualifications and similar project experience, and shall have the capability to supply and perform works corresponding to this procurement project.</p><p>5.2 The bidder shall be an enterprise legally registered within the territory of the People’s Republic of China, with independent legal person status and the ability to independently bear civil liabilities.</p><p>5.3 The bidder shall have a sound financial and operating condition, and shall provide the complete balance sheet and profit and loss statement for the most recent full fiscal year. The bidder shall have good bank credit standing and commercial reputation, and shall not be under suspension of business operations, bankruptcy, restructuring, takeover, or asset freezing.</p><p>5.4 Within the past three (3) years, the bidder shall have no record of fraudulent bidding, serious breach of contract, or other major illegal activities.</p><p>5.5 The bidder shall have a good record of lawful payment of taxes and social security contributions.</p><p>5.6 The bidder shall possess the necessary equipment and professional technical capability required for contract performance.</p><p>5.7 Within the three (3) years prior to participation in this procurement activity, the bidder shall not have been listed as a dishonest judgment defaulter. If joint bidding were permitted, all consortium members would be required to meet this condition.</p><p>5.8 This procurement does not accept consortium (joint) bids.</p><p>5.9 Other specific requirements shall be subject to the announcement and procurement documents published on the Inspur Electronic Procurement Platform.</p>6.
