Bidder Qualification Requirements<p>5.1 The bidder shall possess relevant qualifications and similar project experience, and have the corresponding supply capability for this procurement project.</p><p>5.2 The bidder shall be an enterprise legally registered within the territory of the People’s Republic of China with independent legal person status and the ability to independently bear civil liabilities.</p><p>5.3 The bidder shall have sound business and financial conditions, and shall provide the complete balance sheet and profit and loss statement for the previous full fiscal year. The bidder shall have good bank credit standing and commercial reputation, and shall not be under circumstances such as ordered suspension of business or bankruptcy, nor have its assets been reorganized, taken over, or frozen.</p><p>5.4 Within the past three years, the bidder shall have no records of bid-rigging, fraud in winning bids, or serious breach of contract, nor any other major illegal activities.</p><p>5.5 The bidder shall have a good record of paying taxes and social security contributions in accordance with the law.</p><p>5.6 The bidder shall possess the necessary equipment and professional technical capabilities required for contract performance.</p><p>5.7 Within the three years prior to participating in this procurement activity, the bidder shall not have been listed as a dishonest entity subject to enforcement. In the case of consortium bidding, all consortium members shall not be listed as dishonest entities subject to enforcement.</p><p>5.8 Consortium participation is not accepted for this procurement.</p><p>5.9 Other specific requirements are subject to the announcements and procurement documents published on the Inspur Electronic Procurement Platform.</p>6.
